BUDGET HEARING

A public hearing for the proposed 2016 Budget for The Benton Public Library was held on Tuesday, June the 14 ,2016, at 5:45 pm. in the meeting room of The Benton Public Library.

The meeting was called to order at 5:44 pm.

The following Board Members were present: Doris Heaton, Jake Seymour, Kathy Storey, and Sue Wells.

The following Board Members were absent: Stephanie Hart and Sammy Kraft

Also present: Chris Lowery, and Director Susan Stickel

The proposed budget was presented and available for public discussion.

No public present.

REGULAR BOARD MEETING
6:00 PM

The meeting was called to order by President Sue Wells at 6 pm.

Members Present: Doris Heaton, Jake Seymour, Kathy Storey, and Sue Wells

Members Absent: Sammy Kraft, and Stephanie Hart

Also present: Susan Stickel and Chris Lowery

Motion by Kathy Storey, seconded by Jake Seymour, to approve the May 10th board meeting minutes passed.

Motion by Doris Heaton, seconded by Jake Seymour, to approve payment of bills and financials with motion to transfer $15,000.00 from Library Materials Contingency to Maintenance Fund, and $2,000 out of Library Materials Contingency to the Audit Fund and Seconded by Jake Seymour, passed on roll call vote.

Motion by Doris Heaton, seconded by Jake Seymour, to approve the budget reflecting the changes. All were in favor.

Librarian’s Report given by Susan Stickel.

Discussion regarding staff replacement in genealogy as long time employee Ruth Endsley is wanting to retire. Director Susan Stickel to begin interviewing possible candidates for clerk positions with an emphasis on genealogy.

Susan Stickel distributed the e-mail resignation of Pam Appleton to all board members. Jake Seymour made the motion, Doris Heaton seconded, to accept the resignation of Pam Appleton with regret and appreciation of her work on the Centennial Celebration passed.

Sue Wells submitted Chris Lowery to fill board vacancy. Jake Seymour moved to appoint him to the position. Doris Heaton seconded. All were in favor. He will finish the term of April 2017. Petitions will be available in December 2016 if he so chooses. All were in favor.

Susan Stickel to contact Judge Tedeschi for The Oath Of Office ceremony.

Motion by Jake Seymour, seconded by Chris Lowery, to continue the non-resident program with fee to remain $85.00 passed.

Ordinance #101-16 Building and Maintenance: An Ordinance to Levy and Assess a Tax for Benton Public Library District of the County of Franklin, State of Illinois For The Fiscal Year Beginning July 1,2017 and Ending June 30, 2018 was presented. Motion by Doris Heaton, seconded by Jake Seymour to approve Ordinance 101-16 passed. Ordinance #102-16 Prevailing Wage: An Ordinance of The Benton Public Library District, Franklin County, Illinois, Ascertaining The Prevailing Rate of Wages For Laborers, Workmen and Mechanics employed on Public Works of Said Benton Public Library District was presented. Motion by Doris Heaton, seconded by Jake Seymour, to approve Ordinance 102-16 passed.

Minutes of the closed sessions of the Board of Trustees for the past six months were reviewed. Motion by Doris Heaton, seconded by Jake Seymour, to keep them closed passed.

Discussion regarding surplus metal. Sue suggested asking Heartland if they would be interested in purchasing, or to call schools and libraries. Jake suggested highest bidder. It was mentioned we may end up giving it away.

Motion by Jake Seymour, seconded by Kathy Storey, to pay all of Director Susan Stickel’s Health Insurance passed by roll call vote.

Doris Heaton suggested we purchase a tree for the lawn and place the special centennial monument near it. All were in agreement that was ideal as it would be set apart from the memorial garden. Neither taking away from the other the importance of each remembrance.

Sammy Kraft had mentioned in a previous meeting regarding the hiring of Henry Stickel for general maintenance. Jake Seymour made the motion, Chris Lowery seconded, to hire Henry Stickel as a part-time library employee as maintenance person with a wage to be determined at a later date. All were in favor unanimously.

Library Director evaluation forms were given to all members to be filled out for the July board meeting.

Raises were tabled until next month.

Kathy Storey wants to plan an evening to listen to the recordings that were made on the day of the Centennial celebration. Sue Wells suggested to the board the need for a vice-chairman. Kathy Storey made the motion, Chris Lowery seconded, to create the position. All were in favor.

Doris Heaton made the motion, Kathy seconded, all were in favor of appointing Jake Seymour as Vice President of The Board of Trustees.

Jake Seymour resigned as Treasurer of The Board of Trustees.

Motion by Jake, seconded by Chris Lowery, to appoint Kathy Storey as Treasurer of The Board of Trustees. All were in favor.
